Everyone budgets for the rent. Almost nobody budgets accurately for the day-one fees — DEWA activation, chiller reconnection, Ejari, agency commission, security deposit, moving truck permit. On an AED 100,000 one-bedroom, day-one cash can easily add up to AED 20,000–25,000 before you unpack the first box. This guide is the honest total-cost breakdown for a Dubai move-in in 2026.

Key takeaways
  • Realistic day-one cash on an AED 100k 1BR: about AED 13,000–14,000 in fees + first cheque of rent.
  • Security deposit and DEWA / chiller deposits are refundable; agency, Ejari, and moving are not.
  • Furnished units typically double the security deposit to 10% of annual rent.
  • Tabreed chiller deposits can be significantly higher than Empower or Emicool.
  • Asking for more cheques reduces upfront cash but usually costs 2–4% more per year.

1. The security deposit

Standard practice in Dubai is 5% of the annual rent for an unfurnished unit and 10% for furnished. On AED 100,000 unfurnished that's AED 5,000; on AED 100,000 furnished that's AED 10,000. It's refundable at move-out, net of documented deductions.

2. Agency commission

2% of the annual rent + 5% VAT on the commission (VAT is on the commission, not on the rent). On AED 100,000 that's AED 2,000 + AED 100 VAT = AED 2,100.

3. Ejari registration

AED 345–410 through a typing centre, or AED 240 direct on the Dubai REST app. In practice, most tenants pay the typing-centre rate on move-in — the landlord is rarely willing to run to REST for them.

4. DEWA activation

  • Security deposit: AED 2,000 (apartment) / AED 4,000 (villa) — refundable at move-out.
  • Activation fee: AED 100 (small meter) / AED 300 (large meter).
  • Knowledge and Innovation fees: AED 20.
  • Total: AED 2,120–2,320 for an apartment, refundable except the ~AED 120 fees.

5. District cooling activation

  • Empower reconnection deposit: AED 2,000 (varies by consumption class).
  • Emicool reconnection deposit: AED 1,000–2,000.
  • Tabreed reconnection deposit: AED 1,500–4,000+.
  • Activation fee: AED 50–200 depending on provider.

6. Moving costs

  • Local movers (studio / 1BR): AED 900–1,800.
  • Local movers (2BR): AED 1,500–3,000.
  • Local movers (3BR+): AED 3,000–6,000.
  • Moving truck permit / elevator booking with the OA: AED 100–500 depending on tower.

7. Optional but common day-one costs

  • Deep clean before move-in: AED 300–800.
  • Pest control before move-in: AED 300–600.
  • Curtain / blind fitting: AED 800–3,000.
  • Basic furniture (mattress, sofa, table) if unfurnished: AED 5,000+.

8. Two ways to reduce the cash outlay

  • Ask for 6 or 12 cheques instead of 4 — smaller upfront but rent per year is often 2–4% higher.
  • Take on 2-year Ejari to lock rent — avoids paying the same fees again at renewal.

9. How TowerDesk buildings collapse day-one into one flow

In a TowerDesk building, Ejari, DEWA activation, chiller activation, moving truck permit, and even the deep clean scheduling all run through one flow inside the tenant app. Day-one time drops from 2 days of running around to about 45 minutes on your phone.
